Tissue can be coloured easily using sprays, particularly anything translucent in nature, you just need to spray them on a protected surface where they can air dry, as they become instant pulp if you try to move them when wet. They take glimmer mists beautifully if that is appropriate for the project. The grey-toned Tim Holtz tissue papers are brilliant for this process as they can be cut in a trimmer unlike tissue wrapping paper, napkins or any of the other "soft" tissues...
Tissue paper can also be stamped or heat embossed...paper napkins are also good to use in this way. Adding double sided tape also gives the tissue enough stability to enable a punch or die to be used easily while the backing paper is still in place that is...so you can make "stickers" from the tape as well...Watch here or on You Tube...
